Presidium

Present were:

1. Opening of the meeting and adoption of the
agenda
Jan van Muilekom opened the meeting at 09.00 am and
welcomed all participants. He thanked Viktor Zadnik
for his hospitality and for arranging the meeting.
The agenda was adopted.
2. Approval of the minutes of the 3rd Presidium
Meeting held on 29 and 31 May 2000 (appendix 1)
Referring to point 4 Jan emphasised that the Youth
Music Festival last May had been very well organised.
The minutes of the meeting of 29 and 31 May 2000 were
accepted.
3. Developments
- Jan gave the floor to the Presidium to report on the
most interesting developments within his/her
country/association.
. Viktor mentioned that Slovenia had started
successfully with the preparation of the General
Assembly be held in Blatt from 19 until 22 October
2001. The meeting will be subsidised by the Slovenian
Ministry (DM 40.000), the EMU (Sfr 7.000) and the
Slovenian Association.
. Nuria informed the meeting about the new high music
studies in Spain which is starting in 2001. Entry into
these studies without passing the middle-level
conservatory exam will be new for Spain and means that
more people will be able to follow high music
education.
. Nuria will be changing her job in November. She has
been nominated to develop and co-ordinate the
music-schools in Barcelona.
. Jan talked about the big changes in the
infrastructure of the national support organisations
VKV (the Dutch Association of Arts Institutions), LOKV
(Netherlands Institute for Arts Education), and the
Inspection. Until now the VKV has been living from
their member contribution fee. From 2001 the VKV will
be getting dfl. 1 ½ million subsidy per year, fixed
for 4 years, from the Government. They will use this
to create a more powerful sector organisation, which
would also support the professional staff of their
members on pedagogical and artistic topics. The LOKV
will change into a National Expertise Centre for Arts
Education. The independent Inspection for arts
institutions will join the National schools
inspectorate. In the future they will control the
Dutch Arts Institutions with minimum quality roles
made by the VKV.
. Wilhelm informed the meeting that the Norwegian
Music Association and the Arts Association merged into
one national organisation two weeks ago. The name has
been changed into: Norsk Kulturskoleraad..
. Timo reported that the Finnish Association had
invited the members of the new Nordisk Musik- och
Kulturskole Union, NMKU (will found in Stockholm on
23/24 October), to observe the 'Music days of
orchestra and chamber music' in Kuopio at the end of
November. The main objectives of the NMKU will be how
to handle common cases as discussed in Trondheim due
to the Nordic tradition. He mentioned that the name of
the new organisation nothing has to do with
discussions going on in EMU.
- EMU brochure: Nuria handed out the first examples of
the new EMU brochure sponsored by Nokia. She promised
that each association would receive 5 brochures for
every member school, the following week..
- EMC and IMC: Timo reported on the meeting in Bonn in
September. The main subject of this meeting was
Internet and Net4Music (come back to this point
further on). Several organisations demonstrated their
website. The EMC decided that it should be possible to
become a member of the EMC without IMC-membership.
- Professional Qualifications Project: 15
questionnaires have been returned. Gerd and Arthur
Gieles have started preparing the representation,
which is planned for April 2001.
- The EMU has been invited to the AEC Congres 2000 in
November 2000 in Italy. Timo said that he would think
about representing.
- Loes Sjodin, project leader of the Guide to
Education in the Creative Arts, announced by letter
that the Guide is nearly finished. She asked the EMU
to assist in spreading this Guide to the target groups.
The Presidium decided to order 1 piece for each member
association. This could be sent to the members with a
small introductory letter advising them to spread this
information. In addition we could advise them to
contact bookshop associations.
4. Evaluation of the Youth Music Festival in
Trondheim/ lessons for the next Festivals (appendix 3)
Evaluation: the Presidium complemented Norway for the
professional festival evaluation and emphasised the
importance of these kind of evaluations..
Wilhelm showed the Festival video that had been sent
to all EMU-members and to the participants who had
ordered. Wilhelm mentioned that organising such a big
festival had given the Norway association a very good
possibility to get the music schools on the political
agenda. He said that it had improved contact with
local and national politicians and with the media. It
had built a good network on all levels. They felt that
it was a pity that there had not been contacts with (local)
politicians from other countries. It had already been
stated that these activities needed more preparation
time. Wilhelm remarked that 70% of the total budget of
3.000.000 DM had been paid by the Ministry and 30 % by
sponsors and participants of the festival.
a). Other general impressions: living together during
the festival was a very good idea; attention
especially to the low score for the food as to its
quantity; regret many teachers were together it might
have been possible to organise a special meeting for
them during this days; some stages couldn't be found
because of a lack of signs.
b). Strong points and proposals for the coming
festivals: involvement mayor(s) , European orchestra;
well-known orchestra director; national and European
politicians (opening-ceremony); meeting for teachers;
possibility to live together and to make music
together during the festival; living together during
the pre-festival; limited age range of the
participants; at least one concert a day; festival
format by EMU; opening and closing festival together (preparation
for bad weather); singing together; stress on other
music forms like world- and rockmusic. Referring to
the last suggestion the Presidium remarked that the
EMU may not force the national association in these
matters.
Nuria, Wilhelm and Jan are going to prepare a proposal
on minimumrequirements for the next Presidium meeting
which after a consent by the General Assembly could be
sent to countries who are interested in organising a
festival in coming years.
5. Taking a look at the next Festival in
Switzerland 2002 (appendix 4) / Next Festivals in the
future.
The next festival in Switzerland: The EMU has received
a detailed-project description for the festival (sent
to the presidium as supplement appendix 4).
a).Some remarks were made as to the plans of the Swiss.
The Presidium decided that Switzerland would be
invited for the next Presidium meeting. The Swiss in
the meantime will be asked what the exact dates for
the General Assembly will be.
b). The Presidium unanimously adopted the proposal of
the Swiss to also invite some groups from non-member
countries including the Serbs.
c1). The Presidium agreed that all members would get a
letter enabling them to become candidates for one of
the next festivals before February 2001. This letter
should also give information about the coming into
existence of minimum requirements. The candidates
should give a general sketch of their proposal
clarifying how it could be realised in practice. The
GA could make the final decision in October 2001.
Last week the EMU received a request from Sweden and
Denmark about a combined hosting of the festival in
2004. They have already got the support of the Swedish
Ministry, and have received a positive reaction from
the Danish Government and organisations like The
Danish Music Council. The secretariat will send the
Swedish and Danish members a letter to inform them
about the procedure and tell them that they don't have
to apply again..
c2). The frequency of festivals: The Presidium agreed
that if there are enough candidates the festival could
take place every 2 years.
6. Building of/Participating in a strong European
Office
The presidium discussed a plan put forward by ISME for
an International house of music and music education
shared by different european organisations and
possibly paid for by different government-levels in
the Netherlands (appendix 5). the Presidium stated
that:
- EMU needs power from the own members; working
together should be the priority. At this stage it
would not be motivating if the EMU was subsidised in
this way.
- having a central house for the EMU where people from
several countries and paid by members and EU could
work together would be a good idea;
- it would be a source of pride for each country to
work (together) in this house;
- Holland could be the right country to establish such
a center;
- EMU should start an internal discussion about having
a central EMU house as soon as possible;
- The idea of ISME in general has come too early.
7. a). The fee in 2001 b). The fee-structure from
2002 onwards (appendix 6 and 7)
Having discussed a proposal of working group 2 and the
Presidium proposal presented in Trondheim the day
before the Presidium stated that:
- for the fee in 2001:
. the proposal of the working group 2 for the fee 2002
and onwards
(1750 DM pro country and 8 DM pro school)
. this proposal will be sent to the members in
November 2000
- for the fee-structure from 2002 onwards:
. annex 3 of the working group proposal – members
could be categorised according to the number of pupils
and could give a reduction based on their ability to
pay – might be the best opportunity. The basic fee
however, will be increased to 1500 DM.
. Countries could apply for a reduction on a yearly
basis.
. In October 2001 the GA would get two proposals; the
proposal of working group 2, without any change in the
statutes and the proposal of the board with some small
changes in the statutes.
8. Admitting France as a new member
Considering that the President has talked several
times with France about admitting the EMU, the
Presidium decided to send France the following
proposal:
- the EMU could treat France like a normal member
until October 2001;
- in 2001 France should pay the contribution for three
months;
- from 2002 onwards they should pay 100 % of the fee;
- France should confirm this in writing before 1
January 2001;
- the final decision about their membership would be
postponed to the GA in October 2001;
- France will be invited to the GA as a guest.
9. a). The discussion of the future scope of EMU in
general
The Presidium adopted the proposal that the
discussions on a possible broadening of the scope of
EMU should stop for a couple of years. The Presidium
referred to the urge of some members to speak and
exchange ideas on the other arts in the form of
informal meetings during the GA's in the future.
b). Conference in Austria in spring 2001
Having discussed the proposal from Austria to organise
a conference in spring 2001, the Presidium decided
that the president would send a letter giving the
Austrians a lot of practical and organisational
suggestions. The Conference that would be open for all
EMU-members could take place from 26th till 29th of
April.
10. (Bringing about a research-project on)
music-education in Europe (appendix 10)
Nuria mentioned that she had had an interesting
meeting with a Spanish 'Green' member of the European
Parliament. On the question whether and in which way
the EMU could put pressure on the European Parliament
it was stressed that if the EMU wants to build and
maintain a professional relationship with the European
Parliament the EMU must prepare a kind of political
affairs communication plan beforehand. This plan
should describe what EMU would like to present. It
should describe the targets, the aim and the strategy.
It was suggested especially that EMU should ask the
Parliament for structural finance to establish a
central house for the EMU. However, the matter would
have to be discussed further in the near future.
Wilhelm and Jan are going to prepare a proposal for
the presidium before the end of this year.
In the meantime, of course, the research-project is of
great value.
11. Making a deal for our member associations with
NET4MUSIC
Jan thanked Timo for preparing appendix 11.
The Presidium decided that Jan would invite Net4Music
to make a proposal for a two of three years
co-operation that could be discussed in the next
Presidium meeting.
12. Organising Projects
The president explained that the secretary would send
the members before 2001 a proposal for the working
program and budget 2001 and 2002 onwards based on the
brainstorming session of the previous GA and the
decisions in this meeting. The president mentioned
that (continuation of) the following projects had been
decided in the previous meetings:
- Developing bureau EMU.
- Developing an EMU website.
- Research on diplomalevels.
- Research music schools in Europe.
Other projects
- IMEE
Jan reported about the visit he and Klaus Juergen
Weber had made to Schott in Mainz. At the end of this
visit it was decided that Weber would rewrite his
proposal for developing this project. Schott stressed
that they could not invest in such a big project (1
1/2 million EURO) and they were curious if the EMU
could find any sources of finance. Schott promised
that they would study Weber's rewritten proposal and
that they would report back to the EMU before the end
of this year. Especially on the possibility of making
products that can be sold and if the project proposal
is correct on the financial side. The Presidium agreed
that the decision about continuation of this project
would be deferred to the next Presidium meeting.
- Exchanging teachers in order to exchange knowledge
It was stated that there were already exchange
programs paid by the EU. Promoting and developing
these programs by EMU could easily be subsidised.
Nuria will find out how these programmes are
functioning. It was stated that the Presidium must
first be informed about the needs and possibilities of
each member country. Nuria suggested that she could
research the needs of the members. She promised that
she would send a questionnaire to the members about
this matter, which should be returned to Gerrie before
1 January 2001.
- Statistisc
The Presidium urged continuation of this project..
- Production of videos on best practices.
- Research of a student into the history of EMU using
the archives in the Netherlands
The president stated that a draft version of the
working program and budget 2001 would be sent to the
presidium members beforehand.
13. Next presidium meetings
February 2001
Nuria mentioned that La Coruña in Spain had invited
the EMU Presidium to hold their next meeting in their
city. In addition the presidium they would also like
to invite some Spanish politicians.
The Presidium agreed to hold their next meeting in La
Coruna on 16 until 18 February 2001
Timo mentioned that if necessary the April meeting
could take place in Finland.
14. Small remarks and closing
- Mario mentioned that in the beginning of 2002 also
Italy could host a presidium meeting.
- Gerrie presented draft versions of the business
cards which she is preparing for all board members.
- The members of the board complimented Viktor, the
President and the General Secretary for the
well-prepared and organised meeting.
After that Jan closed the 4th meeting of the EMU
Presidium at 18.30 h.
