Infobulletin based on the Minutes of the 11th Meeting of the EMU Presidium
Bern, Switzerland, 13 May 2002
Present were:
Jan van Muilekom (president), Gerd Eicker (vice-president), Wilhelm Dahl, Mario Sperenzi, Timo Veijola, Viktor Zadnik, Paolo Pontecchi (interpreter), Gerrie Koops (secretary general, report)
1. Opening of the meeting and adoption of the agenda
The president, Jan van Muilekom, opened the meeting with a special welcome to Paolo Pontecchi, who was present as Mario Sperenzi’s interpreter. The agenda was adopted.
2. General development/remarks
The president gave the floor to the presidium to report on any outstanding developments within his/her country/association.
Viktor Zadnik reported on:
. The Congress in Austria, on 18 to 20 April, on the co-operation between music schools and regular schools. The conference was focused on teachers.
. On a festival in Slovakia.
Timo Veijola reported that:
. The Finnish ministry of education has developed a new curriculum for music schools. Group teaching has been mentioned in this curriculum. Timo will send it to the presidium members.
. Ireland founded their association on 12 May 2002. James Cavanagh has been elected as the new president.
Gerd Eicker reported that:
. The VdM will celebrate their 50th anniversary with a conference on 7 September. The presidium has been invited. The president of the parliament will join this conference.
. Ulrich Wüster of the VdM will change his job. From 1 October he will be General Secretary for Jeunesses Musicales.
Mario Sperenzi announced that the government have decided to suspend financial support for music schools.
Jan van Muilekom reported that:
. He has received some interesting brochures from VDM concerning the position of parents within music schools.
. The new Dutch association De Kunstconnectie will be officially founded with a congress on 30 May. The presidium has been invited.
. Nuria Sempere spoke on behalf of the Association of Conservatories. She said that they wanted us to collaborate on a possible EU-project concerning teaching musicians. The main discussion point would be: what should be included in the curricula conservatories use for teaching musicians. They will get in touch with us later.
. Aivars Broks from Latvia (who will be present during the General Assembly) sent the enquire form to become member of EMU.
Jan will contact him.
2. Approval of the minutes of the 10th Presidium meeting held on 8 and 9 March 2002 in Bolzano, Italy

The minutes have been adopted.
Referring to:
. Group teaching in Schloss Kapfenburg: 23 enrolments have been received. They informed Gerd that from an organisational point of view it is possible to continue. To make the training financially viable, there should be a minimum of thirty participants. The presidium decided in the last meeting in Bolzano to pay the rest of the minimum costs. Schloss Kapfenburg will contact the secretariat.
. Writing EMU history: a Dutch student on Education and Culture has applied to write the EMU history. She will start as soon as possible and, depending on the support from her University in Utrecht, plans to finish by the end of December. She will research the EMU’s archive in Utrecht and contact several people. The general topic will be: how developed EMU as a federation? Jan asked her furthermore to focus her research on pedagogical/didactical and programming discussions within EMU. She is able to write the history in English. The publication will be presented at EMU’s 30th anniversary, which will be celebrated during the General Assembly in La Coruna in May 2003.
. Funding of the IMEE I project: Josef Frommelt informed Jan that the EU have decided not to fund the project in Amsterdam because no official permission (only by telephone) was actually given to move the project from Great Britain to the Netherlands. Also some costs that were made were to high or pricipally not declarable. Therefore the amount of Euro 9.230 was not declarable.
The Presidium will inform the General Assembly (GA) tomorrow.
. Manifesto: the signature of Prof. Dieskau (and Berio, Askhenazy and Abbado. red.) has been received. The secretariat will send a reminder to the other people on the list. After that the presidium members will try to contact those persons by telephone.
. Next presidium meetings: Wilhelm will contact the Canary Islands about the meeting on 18 and 19 October 2002. Hungary informed Jan that they are able to host the presidium meeting in January 2003.
. Statistics on the website: it seems that there is a limited technical possibility for putting the present statistics on the website.
Norway will take care of it and will make a good proposal for extra software to be bought. Mario will send the missing Italian statistics 2000 to Gerrie this week.
. Congress with national politicans/officials: with the help of Pedro Sarmiento Jan sent a formal proposal to the Ministry of Culture in Spain. There seem to be some difficulties in holding the congress in Spain therefore the presidium decided to contact Denmark, which will have the presidency of the EU for the coming half year.
. General Assembly in La Coruna in 2003: Spain will try to organise the General Assembly in 2003 in the way the presidium suggested. It will be held form Thursday 15 May till Sunday 18 May.
. Contact with Roland company: Jan and Wilhelm met Mr Akira Hanechi, manager of the Roland Company in Europe and located in The Netherlands, on the Frankfurt Musik Messe last March. Mr Hanechi was very interested in EMU’s youth festivals and would like to receive some more information. He has been invited by letter to Utrecht. Timo suggested inviting them to meet the organisers of the Festival in Denmark and Sweden.
. People who are able to lead and to describe interesting national projects for EMU: the following people have been mentioned by the presidium: Frau dr. Horsel (acknowledged teacher of science in Germany); Lea Kujanpaa (Finland); Catharina Helgerson (Norway); issue manager of the Dutch Association.
. Action list:
. Jan will contact the Swiss Association about a notary for changing of the statutes
. Gerrie has not yet received information about a possible association in Lithuania
. Gerrie has not yet received the statistical information 2000 from Italy.
Mario will send to Gerrie within some week.
4. Preparing the General Assembly
It was decided that the presidium should divide the tasks during the General Assembly: presidium members will present different topics on the agenda.
Jan mentioned that Richard Hickman of England is unable to participate, therefore his working group will be cancelled. Three working groups will be held on Tuesday afternoon and three on Thursday morning. Jan has sent the chairmans of the working group suggestions for their presentations. Gerd complimented Jan on these suggestions. The presidium complimented Jan and Gerrie for their work during the last year. Mario prefers only some general items during the General Assembly.
He will send the presidium a proposal for the General Assembly next year.
5. European Youth Music Festival in Sweden and Denmark in 2004
Having discussed the proposal for a budget and the main points of the programme (appendix 3a and 3b) the presidium stated that:
. referring to appendix 3a: EMU is one of the organisers of the Festival. This should be changed in appendix 3a.
. they agreed on both proposals.
6. Presentation Swiss Festival and Congress
Hans Brupbacher will give a presentation at the beginning of the General Assembly tomorrow.
7. Other remarks
- Jan reported that Albania had been invited to the Festival but they had had big problems reaching Switzerland because Italy had refused them permission to cross the border. Finally the Albanian Ministry had paid the flight tickets.
It was decided that Jan if needed will send the Italian Ministry a diplomatic letter.
- Jan reported that the new Dutch association De Kunstconnectie, which will be founded on 30 May will become member of EMU instead of the VKV, which will continue only as an employers association. De Kunstconnectie will take over the appointments made by the VKV some years ago, concerning the General Secretariat of the EMU. It was decided that the VKV should make clear to EMU that they wish to suspend their membership and that they advise accepting De Kunstconnectie as a new member. De Kunstconnectie should send a letter stating that they will become a member of EMU and that they will take over the appointments concerning the General Secretariat. This should be on the agenda of the General Assembly next year.
- Hans Brupbacher from the Swiss association informed the presidium about the latest news on the Music Festival.
The president thanked everybody for their participation and he closed the 11th meeting of the Presidium
